防汛、防臺(tái)應(yīng)急預(yù)案
一、 編制目的
杭州市地處亞熱帶北緣，屬亞熱帶季風(fēng)氣候，年平均溫度為16.6℃，多年平均降雨量1399mm，一年有兩個(gè)雨季，4～6月為梅雨季，強(qiáng)度不大，雨天連綿不斷；7～9月為臺(tái)風(fēng)暴雨季，雨大集中，臺(tái)風(fēng)過境中心風(fēng)力最高可達(dá)12級(jí)。
杭州市德勝快速路工程項(xiàng)目是杭州市城市重點(diǎn)建設(shè)項(xiàng)目之一。我項(xiàng)目部承建的跨鐵路B1標(biāo)工程，總工期為365天，工程量大而工期緊。梅雨、臺(tái)風(fēng)季節(jié)正好是我標(biāo)段工程施工墩臺(tái)、箱梁的季節(jié)。為了作好施工現(xiàn)場(chǎng)“防臺(tái)防汛”工作，加強(qiáng)現(xiàn)場(chǎng)組織管理，認(rèn)真落實(shí)搶險(xiǎn)準(zhǔn)備工作，以對(duì)付突發(fā)性自然災(zāi)害事故的發(fā)生，保護(hù)公共財(cái)產(chǎn)及人身安全，保證工程有序施工，特制定本應(yīng)急預(yù)案。
二、 編制依據(jù)
根據(jù)《中華人民共和國(guó)安全生產(chǎn)法》、《建設(shè)項(xiàng)目環(huán)境保護(hù)管理?xiàng)l例》、《工程建設(shè)重大事故報(bào)告和調(diào)查程序規(guī)定》、《中華人民共和國(guó)防汛條例》細(xì)則和杭州市水文氣象條件，認(rèn)真貫徹以“預(yù)防為主，以消為輔”為指導(dǎo)思想，結(jié)合本工程實(shí)際情況，制定防汛、防臺(tái)計(jì)劃，并部署、落實(shí)好各施工項(xiàng)目的防汛、防臺(tái)安全
