房屋建筑工程和市政基礎(chǔ)設(shè)施工程竣工驗(yàn)收暫行規(guī)定

第一條　為規(guī)范房屋建筑工程和市政基礎(chǔ)設(shè)施工程的竣工驗(yàn)收，保證工程質(zhì)量，根據(jù)《中華人民共和國(guó)建筑法》和《建設(shè)工程質(zhì)量管理?xiàng)l例》，制訂本規(guī)定。
第二條　凡在中華人民共和國(guó)境內(nèi)新建、擴(kuò)建、改建的各類(lèi)房屋建筑工程和市政基礎(chǔ)設(shè)施工程的竣工驗(yàn)收（以下簡(jiǎn)稱工程竣工驗(yàn)收），應(yīng)當(dāng)遵守本規(guī)定。
第三條　國(guó)務(wù)院建設(shè)行政主管部門(mén)負(fù)責(zé)全國(guó)工程竣工驗(yàn)收的監(jiān)督管理工作。
縣級(jí)以上地方人民政府建設(shè)行政主管部門(mén)負(fù)責(zé)本行政區(qū)域內(nèi)工程竣工驗(yàn)收的監(jiān)督管理工作。
第四條　工程竣工驗(yàn)收工作，由建設(shè)單位負(fù)責(zé)組織實(shí)施。
縣級(jí)以上地方人民政府建設(shè)行政主管部門(mén)應(yīng)當(dāng)委托工程質(zhì)量監(jiān)督機(jī)構(gòu)對(duì)工程竣工驗(yàn)收實(shí)施監(jiān)督。
第五條　工程符合下列要求方可進(jìn)行竣工驗(yàn)收：
㈠完成工程設(shè)計(jì)和合同約定的各項(xiàng)內(nèi)容。
㈡施工單位在工程完工后對(duì)工程質(zhì)量進(jìn)行了檢查，確認(rèn)工程質(zhì)量符合有關(guān)法律、法規(guī)和工程建設(shè)強(qiáng)制性標(biāo)準(zhǔn)，符合設(shè)計(jì)
文件及合同要求，并提出工程竣工報(bào)告。工程竣工報(bào)告應(yīng)經(jīng)項(xiàng)目經(jīng)理和施工單位有關(guān)負(fù)責(zé)人審核簽字。
㈢對(duì)于委托監(jiān)理的工程項(xiàng)目，監(jiān)理單位對(duì)工程進(jìn)行了質(zhì)量評(píng)估，具有完整的監(jiān)理資料，并提出工程質(zhì)量評(píng)估報(bào)告。工程
質(zhì)量評(píng)估報(bào)告應(yīng)經(jīng)總監(jiān)理工程師和監(jiān)理單位有關(guān)負(fù)責(zé)人審核簽字。
㈣勘察、設(shè)計(jì)單位對(duì)勘察、設(shè)計(jì)文件及施工過(guò)程中由設(shè)計(jì)單位
Housing construction and final acceptance of municipal infrastructure projects in the Interim Provisions

First to regulate the housing and municipal infrastructure construction project completion acceptance, guarantee quality of the project, according to "The People's Republic of China Construction Law" and "Construction Quality Control Regulations", the formulation of this provision.
Second in the PRC where new construction, expansion, renovation of various types of housing and municipal infrastructure construction project completion and acceptance (hereinafter referred to as completion inspection), shall comply with the regulations.
The third construction administrative department under the State Council is responsible for project supervision and management of final acceptance.
Local people's governments above county level shall be responsible for construction of administrative regions project supervision and management of final acceptance.
Article IV of the completion inspection work, the construction unit is responsible for organizing.
Local people's governments above the county level administrative department of construction engineering quality supervision institutions should be entrusted to the supervision and completion inspection.
Article works carried out meet the following requirements before final acceptance:
I complete the engineering design and the content of the contract.
Ii construction unit after the completion of the quality of the project was examined to confirm quality of the project comply with relevant laws, regulations and mandatory standards for construction, meets the design
Documents and contract requirements, and proposed completion report. Completion report shall be approved by project managers and construction units of the responsible audit signature.
Iii on the commissioning of the project supervision and Project Management A quality assessment of the project, with complete information Supervision and proposed construction quality assessment report. Project
Quality assessment report shall be approved by the chief supervision engineer and supervisory units of the responsible audit signature.
Iv survey and design units of the investigation, design documents and construction process from design units
