一、應急預案的方針與原則
更好地適應法律和經(jīng)濟活動的要求；給企業(yè)員工的工作和施工場區(qū)周圍居民提供更好更安全的環(huán)境；保證各種應急資源處于良好的備戰(zhàn)狀態(tài)；指導應急行動按計劃有序地進行；防止因應急行動組織不力或現(xiàn)場救援工作的無序和混亂而延誤事故的應急救援；有效地避免或降低人員傷亡和財產(chǎn)損失；幫助實現(xiàn)應急行動的快速、有序、高效；充分體現(xiàn)應急救援的“應急精神”。堅持“安全第一，預防為主”、“保護人員安全優(yōu)先，保護環(huán)境優(yōu)先”的方針，貫徹“常備不懈、統(tǒng)一指揮、高效協(xié)調(diào)、持續(xù)改進”的原則。
二、應急策劃
(一)工程概況
商務廣場A、B座工程（以下簡稱本工程）是由山東房地產(chǎn)開發(fā)有限公司投資開發(fā)的商辦建筑群，位于濟南市二環(huán)東路百花公園對面，處于濟南市開發(fā)區(qū)的繁華商住區(qū)。地下3層，地上30層，地下3層為車庫和設備用房，地上1-4層為城市商業(yè)、金融、證券、商務會所及休閑娛樂中心，5-28層為大空間商住兩用房，29-30為設備和電梯房。本工程由山東大衛(wèi)建筑設計有限公司設計。由兩棟連體建筑通過裙房相連接，與B座、C座及其裙房等工程共同形成塔樓、板式樓、裙房為一體的現(xiàn)代化建筑群。
本工程由兩棟連體30層塔樓組成，塔樓呈正四方形，總高度122.9米，結構高度104.5米，建筑面積約71025平方米，南北長78.4米，東西寬62.75米，塔樓為30.4米×31.5米的長方形，外窗為豎向條窗，頂部為弧形反檐處理。箱形基礎，框架－剪力墻結構體系，塔樓標準層
